When there's too much audio in headphones, try a resistor in series with
the phones. Say 10 times the impedance rating of the headphones as a
start. If that's still too loud go higher by another factor of 5 or 10
or shunt the headphones with a resistor 1/10th the headphone impedance
while still using the series resistor. With a couple resistors, there's
no need for headphone level to be too high. The 600 to 8 ohm transformer
with 600 ohm winding to the radio and 8 ohm to the headphones can also
reduce the level at the headphones for a much higher cost and less
versatility than a resistor or two.
