You could use an antenna analysis program like ELNEC or EZNEC or the
other NEC products to determine true antenna gain (but they are all 3 dB
off when the gain is computed with ground in place because with ground
present the reference is only half the energy from the isotropic
reference source) at the 5 MHz frequencies. The 10 dB gain claim for the
windom is definitely an exaggeration (the trouble with using manufacture
antenna gains) and might be approached only at 10 or 6m, not at 60m.

Besides 10 dB down from 50 watts is 5 watts, not 20 watts. Presuming the
FCC is talking peak watts since there aren't any other kind with a SSB
signal.
