[TenTec] Jupiter - No Transmit Power on 15 and 17 Meters - UPDATE

Hi Mike,
Other than the front panel readout,the Peg is basically the same as the
Jupe(the Jupe,s original name was "Pegasus FP")so the troubleshooting hint I
gave to Rick should apply to the Peg also.
