Single phase primary feed has been common in the South and Southwest for
many years.  One HV primary line and one neutral go down the street.

They often do it on a street where there are not many houses to serve, or it
is a dead end.

Occasionally, you will see them go from this to pseudo three phase 208 Volts
service using a transformer and a capacitor bank  to shift the phase after
the split.

Most residential and suburban service is 3 wire primary plus neutral, and
transformers step one phase of that down to a split 220 Volt service to
several customers.  A few buildings down the next transformer picks up
another phase if they are careful to balance their distribution.
