Ben,
Some keyers will let you vary the speed within a "memory" text and that is
what is happening.  My AEA MM3 keyer will let you do that, as will numerous
others I'm sure.  Since, with few exceptions, the signal report is always
599, that is typically the part of the exchange that is "revved up".
