[TenTec] NTIA BPL Report released

I read the report, sounded like a nail in the coffin to me for BPL. THey may
support the deployment of BPL, but when you read the whole report, they made
it sound like a chinese firedrill when it comes to deployment. THey have
pretty comprehensively coverged many of the problem, along with solutions,
but then take the time to shoot down some of the solutions down too
