Hi Bill,

Thanks for your reply,

The rule changes is one issue that can cause a long term problem,

Yet the increase cost in electricity to 'fund' the BPL is another,

We are all banking on the hope that BPL on HF will not do well economically,

yet if the power company draws funds from every electricity user, then that 
hope is gone too.

If they are limited to a percentage profit on electricity,  then they will 
move the costs (Losses) into 'infrastructure' costs, and charge all of us 
for it.
