If you tell him he is interfering with your hobby, you will get  nowhere.
 
Try this -
 
Suggest to him that the cycling yard light is a safety/fire hazard.   Tell 
him how lucky he is that you were able to use your sophisticated radio  
equipment to find it before the dangerous situation got out of  hand.  Let him listen 
to the interference and tell him how it is  generating heat and the contacts 
are burning.  Offer to dispose of it  safely before it electrocutes someone or 
burns down his house.
 
Now you're a hero instead of a pest.
