Is this happening in the front panel mode or in software mode? Whichever it
is, try the other. If this persists, you'll probably be sending the radio
back.
However, call Ten Tec and they'll walk you thru THE PROCEDURE to see if this
is a component failure, or simply a NEW radio in the hands of a NEW USER. In
either case, do not despair, you are in good hands, these things happen.
