[TenTec] FCC has posted NPRM for BPL

FCC has put up the NPRM for BPL on their elec. doc. system website.  The 
docket no. is reportedly
  now 04-37.  You may now read it and file comments.  Please as always, read 
the complete NPRM
and keep your comments factual and rational.  Opinions are fine provided 
they are based on facts
that are either common knowledge or citeable.  Avoid hyperbole such as "This 
is the dumbest thing
you have ever thought of"  etc. as these type comments do not help anyone's 
case.
