ED:

Yes 15 watts in the tune position is correct. On the meter lower scale
there are 3 dots. The left one represents 1:1 SWR. The middle one is 2:1
and the right one (dot is just under the "10" on the forward power
scale) represents 3:1, when the rear panel switch is set for SWR.
