[TenTec] Orion upgrade what am I doing wrong?

This is my first download. I downloaded to a directory I created, got a file
named. "Orion update.exe, click on the file and get

"Can't find C:\Orion\ORIONU~1.cfg. This could result from a corupted
computer download".

Then I clik on OK and get an Ilegal program error. I've downloaded it 4
times now with same results. Using WIN98. What gives? Could not find any
details on how to run this in manual or on web site.
