This isn't new.  In 1969 I was an intercept op in Berlin, and both the HF 
and VHF gear was treated the same way.  Not working?  Drag out the old, pop 
in the new, ship off the old, back to the coffee lounge.  And folks wonder 
why they called it 'military intelligence'.
