These are a piece of cake to fix.  I've repaired several with these 
symptoms.  Most likely a bad solder joint inside the PLL can.  Never found a 
bad component.  Pain to get to but fixable.  Then re-align the PLL circuit. 
Requires a good scope and a DVM.  While you're in there, do a complete PLL 
alignment.
