Yes, but ... Getting people to actually follow the process is the trick.
It is so tempting to cut corners and ship it as soon as the new function
is proven to be working.  It takes a lot of fortitude on the part of a
company to make sure they "sell no wine before its time".   Add the
pressure of having been behind schedule and we see the typical scenario
of documentation & testing being short-changed in favor of just building
the code.  Regression testing is not fun, not exciting and is not where
the top talent gets focused.

Steve,

I work with some very complex software developed applications for the
Department of Defense, and some of the same principles apply here with
the TEN TEC software development and testing.

Mainly, is that when software engineers make upgrades or introduce newly
compiled object files as part of the overall operational program, there
has to be extensive "Regression Testing" of the software to ensure that
the upgrades or changes have not affected an existing features that were
operating normally prior to the introduction of new code elements.

Many times, without good regression testing, of the latest release, Beta
or otherwise, then problems can surface in other areas that may have
been non-issues previous.

So, the overall moral to the story, is that complex software operational
programs with several modules, have to be extensively regression tested,
at the end of the release process. This takes a little time.
