Try running your RF GAIN at 100, then you should see the meter
needle jump all over the place on a S9 signal...more so w/o the preamp,
but then, who cares what the s meter says...if you copy 'em...its 
usually 55 or 599 or
595 or whatever....(oh, I shouldn't have said that...I'm sure someone cares).
