Orion bug report - SubRx sidetone level

In case anyone else has observed this bug, I have copied this to ditsnbits.

Model:     TenTec Orion v1.372
Scope:     Sub Rx - CW & SSB modes 

Symptoms:
Receive level sidetone does not change with S-TONE level until the SPOT
frequency is changed.
