I have limited experience with the "send" memories in phone.  However, 
on cw, all of the memories stay put when the rig is turned off.  They 
seem to be character limited instead of time limited, and each of them 
exceeds the time for the phone memories.
When the memory is out of characters to send, you are in receive mode. 
A touch to the paddle instantly takes you out of the memory.  --Brent N9HZ
