Just checked my 238 tuner.  With 10 watts applied, FWD/REF switch 
released,
2KW/200W switch released, POWER/SWR switch depressed, SWR set control 
max
clockwise, I get 1/2 scale on the meter.

Looks like it takes about 50 watts to get full scale under these 
conditions.
