SWR Bridges rely on there being a measurable isolation
between the forward and the reverse direction.  This
difference in port isolation is measured in dB and is
called return loss.  A typical SWR meter has a return
loss of 20dB.  If you do the math it turns out the
best SWR you can measure with a return loss
specification of 20dB is about 1.2:1.  You can't
accurately measure an SWR of 1:1.  Anything "below"
1.2:1 is within the measurement error of the meter. 
So if the 2 meters are typical in terms of their
return loss they are actually in agreement as far as
their "accuracy" goes.
