Ten Tec is downright prescient on this one.
Consider the fact that the FCC has just reaffirmed it's support for BPL

All we need is for someone to create and administer a 'virtual' HF spectrum on
the web, and with the OMNI VII you will be able to use the 'real' HF spectrum
(via BPL) to access the 'virtual' HF spectrum!
We could have WAIP (Worked All IP addresses)!
