Some things are just forever :-)  I think it will continue to be fostered in
a contest context at a minimum, even after the requirement is eliminated.
At least for a time.  

The numbers of active CW ops along with a little clear space will certainly
keep dwindling.  Some countries have already eliminated formal band plans.
And proposals such as RM-11305 are sticking out there, which, even if
rejected this time could eventually make headway. Total self-regulation
reads well on paper, but entropy is a certain thing and the result may not
be pleasant for anyone.  

I suppose the digi robot and digital voice mode proponents will ultimately
go after SSB, too, and that generation of hams will be fiercely discussing
the "problem" of old guys using an old fashioned voice mode wandering
outside of the "SSB Window" :-)
