It depends on how you do it.

In Orion's case sub-Hz accuracy is achieved easily
by beating two tones of similar amplitudes,
that is, the SPOT tone and the received signal's tone.

No S meter is needed, just ears, and resolution is limited
much more by one's patience than by his hearing ability.
