[TenTec] Giehl's documentation for Paragon Software Enhancement Kit

For some reason, nothing I try to send gets through to the list. The 
information is still on Jack Giehl's site but the link has an invalid 
character in the path. I poked around and the the site and correct 
URL for that file is
