NR is an adaptive filter, and adaptive filter IS a filter,
its sole purpose being that of bandwidth reduction.

What makes is different from "ordinary" filters is the
adaptive method of tuning, and not the filtering action itself.

That describes the method of tuning, not the signal processing.
Once tuned ["adapted"], NR works just like any other filter.
Of course, it will automatically retune itself if/when needed.
