I can't speak much to DOS communications, but think I can speak authoritatively on military communications. LPs and discones are used because frequency authorizations are so often discontinuous and are spread over such a broad range of frequencies.

I think they use logs for frequency agility and idiot proofing....ALE requires frequency hopping....

I always thought that log periodics and discone antennas are seen on
embassies and military installations not so much because they use a wide
range of HF frequencies, but rather so that they do not make it so
obvious what frequencies they do use.
