Jerry is absolute correct.  If one wishes to measure reflected power then 
the slug to correctly use is the one that will also measure the forward 
power.  Thus if forward power is 500 watts then that slug should be used to 
measure reflected power.  Don't try to get "magnification" of reflected 
power by using a lower power slug.  It's bad on the slugs.
