[TenTec] Argo 556/Scout modules

Why in the world would someone buy one without modules:>) I believe the
individual has an Argo and a Scout with one set of band modules.

They are available on the used market, sporadically. Why in the world would 
someone sell the radio without band modules?   Maybe they traded up to a 
Scout.
