Stuart is correct.  If you control it {what ever "it" is} with a wireless 
remote control, the unit is ON or at least the power supply is on to keep 
the IR receiver going.  That receiver then switches the AC line to the main 
power supply using SCR technology in most cases.   And most devices today do 
use switching power supplies.  Now all supplies aren't noisy, just some of 
the cheap ones.  After all, why are they cheap?  Quality isn't free.
