Worked for me and my dad with a quarter wave vertical about 50 years
ago. 5/8 wave is less picky about its ground plane. 

Or you could tilt the elements on the horizontal beam. 30 degree tilt
costs maybe 10% of the gain (cosine of tilt angle) but puts a bigger
component on the vertical polarization than the signal from the simple
vertical, though its directional.
