Not in Rome. The Roman numeral for 4 is IIII. When someone decided that
children could be taught simple arithmetic using Roman numerals in
the 20th century, they changed IIII to IV to make it easier to understand.

Ten-Tec has always used the modern method, clockmakers don't.
