The HV power supply in Ten Tec tube amps is not regulated. It is 
quite normal for the voltage to drop under load. They're designed to 
work that way, and they work fine. I have three Titans, a Herc I and 
a Herc II. My buddy has a Centurion. They're all decent amps.
