[TenTec] Corsair II / 263 VFO Question

I have a Corsair II that works fine with my remote 263 VFO in line.

When I remove the vfo and jumper the VFO IN and OUT jacks together on the
rig, it fails to work and returns a 91.0000 in the display.

Shouldn't jumpering return the radio to an internal vfo only mode?

Any thoughts would be appreciated.
