James,

On my Jupiter (new blue screen) if I hold the knob firmly, I can then 
move the skirt.

The skirts has detents.

On the Orion I it's the old looking knob ( it has two rubber rings, one 
smaller in size and in diameter grey in color, the other

is the outer ring you mention which is a bit larger and wider black in 
color), but behaves the same.

Oh.. as well as the remote pod.

I believe all the new knobs are coming out this skirt drag adjustment but

not completely sure.
