[TenTec] No 40 meters on 540

It takes a crystal oscillator in the mixing scheme to get from a 9 MHz 
IF and a 5 MHz VFO to 40 meters. That's not working, could be the 
crystal mixer or oscillator bandswitch or the crystal.
