[TenTec] Omni A - D Series B project

Can't be a missing jumper if the radio works on 15 M.  Mine has that 
problem when the switch contacts get dirty.  TenTec sells a rebuilding 
kit for the VFO.  On their web site is a PTO rebuild gallery. Not too
