That's a difference of history. When tubes ruled, transceivers usually had 
tubes and tunable output stages. Modern transceivers use transistors and want 
to see 50 ohms. The buyer who doesn't play cheap buys a transceiver with an 
antenna tuner, which serves the equivalent function of the tuned output of 
the older rigs. 

FWIW, the only HF power amps I own are Ten Tecs, and they all hit rated power 
with 50 watts or less (often much less). Few transceiver output stages will 
fold back power at 50 watts unless the mismatch is REALLY bad. I've driven my 
Ten Tec amps (Herc I, Herc II, and Titan 425s) with TS850s, FT1000MPs, 
K2/100s, and K3s). All those transceivers have built-in tuners, but I've 
never needed them to drive the amps. I use the tuners only running barefoot.
