The limit on power for me is the MFJ-998 tuner.  The uncorrected SWR of the antenna is pretty high, and the power the tuner can handle is reduced when the SWR it sees is above about 5:1.

I also have the newer model, but I use 15 meters for 17 meter work, and 
my settings are Load 5 and Tune 1.  Your mileage may vary, of course.
