[TenTec] 544 Drive Problem

I own a 544 that functions fine, except it seems deficient on drive.  That is, on CW, with ALC full cw, even with drive full cw, alc light stays off.  Power out is about 80-100W on all bands into a dummy load.   My 540's drive control is never more than about 10 o'clock.

Does this indicate weak driver transistors, PA transistors, or alignment?
