[TenTec] Orion s-meter calibration

That brings up another "Fix it" that should be looked at.  The O II S-meter
is extremely stingy below S-9, but way too generous above S-9.  The results
of my tests on v 2.039d are at:

It's all done in firmware.  My software provides this but it's only for the
program S meter.
