Sorry didn't ask if he was having problems with all modes.    Yes it is the 
Multi encoder and he said that he couldn't adjust the RF Gain.

There is no RF Gain encoder - there's a multi purpose encoder that is
used to adjust whatever control is highlighted by push button (RF
Gain, Power, Mic, S-Tone, Mon, etc).  Is he having problems with all
these controls?
