Bill,
Both types are electrolytics in the sense that they utilize an
electrolyte to increase the effective capacitance plate area.
Yes, you can freely substitute the tantalum with the benefits of closer
tolerance to the marked value of capacity, lower leakage current, and
likely longer life.
The military grade metal cased tantalums are long life. The epoxy
dipped ones may not last as long but will last about the same as
aluminum electrolytics.
