Yes, vertically polarized signals also undergo ground reflections; 
however the reflection coefficient magnitude and phase are very 
different to those of a horizontally polarized signal, which is why the 
horizontally polarized signal picks up more "reflection gain"

My reading of all the papers is that 4 *very accurately tuned radials 
away from perturbations* can be as effective as many ground radials; but 
now try to achieve that for a multiband vertical. Seems to me that 
ground radials are much more "forgiving".
