Maybe the sender of the QSL request for a QSO that didn't happen is just
fishing, or maybe the op that sent the QSL request made an honest mistake.
Rather than not respond, another way to handle this could be to return the
card via the same way it was received with Not In Log written on it and
signed with your callsign and first name.

You bring up a point that I've noticed, more recently than in times earlier,

I get QSL cards from stations I haven't worked.  I suppose they hear me, 
want a QSL for whatever reason and send a blind card hoping I'll respond 
with a like return.   And too, I find most of these send their card with no 
SASE.  Dead give-a-way in my book.

I don't sent a card unless it agrees with my log..  I keep the anonymous 
card only after it goes through the paper shredder beside the desk.  The 
results of the shredder then go in the bottom of the cat's litter box.

I view this as no different than SPAM received via other internet sites.
