Steve,

get +5 to it

then use you scope on the “A” output.

with each turn, you should see a square wave as the encoder sends out a quadrature pulse. This pulse will be 90 deg out of phase with the “B” output.

that way the logic knows what way the encoder is turning

you should see both quadrature pulses as you turn the knob, if you use both channels of your scope.

Not sure, but if the pulses look a bit fuzzy, you might need a 10K pull up on the output to square ‘em up

But I’d try another speaker first
