I don't understand what you are describing.
I think you mean placing a screwdrive-tuned mobile whip on top of a metal
lower section.
Correct?
I have never seen or read about this.
Do you know a source where we can read more on this?

One option I don't see mentioned often is an electrically short vertical
- say 40ft - top loaded with a remotely tuneable mobile whip.
The whip adds the required top capacity without introducing the opposing
current vectors (and therefore reduced Rrad) you can get when using part of
the guying as a capacity hat; plus you have the convenience of the remote
tuning.
