While your design certainly has merit, radiation resistance is still 
small -- it's that of the 0.075 wavelength vertical section. 
Electrically short verticals are thus extremely dependent on excellent 
radial systems.

And that cleverly tuned capacitive hat would hardly have won an 
engineering award from me for anything more than illustrating a 
principle -- it's FAR too difficult to implement. A great design must be 
PRACTICAL, not just clever.
