[TenTec] 160 Meter Problem

As far as I know, no ten tec PA folds back at high swr.  

They rely entirely on over current protection and shut  down. 

Even with a LP filter board relay failure  the PA should draw lots of current. Perhaps enough to trip the protection circuit.
