One would presume to have the meter polarity reversed.  {is this a trick 
question?}

In fact I have observed a watt meter in line between the antenna and a dummy 
load. The meter actually indicated a few watts, the result being the antenna 
was in the near field of a 10KW broadcast transmitter.
