I think this "noise discussion" is about phase noise, measured in
dBc/Hz. It's the noise power relative to the carrier contained in a 1 Hz
bandwidth centered at certain offsets from the carrier. ARRL usually
measures transmitted phase noise, so that needs to be examined.
